A model of fertilizer response is outlined which makes a distinction between conventional fertilizer response curves, and the relationship between product yield and maintenance application of fertilizer. The derivation of optimal fertilizer rates for two enterprises on three soil types is used to illustrate the model. A simple rule-of-thumb, which can be used to avoid some computations, is also discussed. In the Australian context, the model has implications for the derivation of optimal super-phosphate rates, and also has important implications for the type of applied super-phosphate research which should be conducted in the future. |

In December 1996, the High Court of Australia handed down its judgment in the Wik case finding, by a 4:3 majority, that pastoral leases did not necessarily extinguish native title. An intense political campaign by both pastoral and indigenous interests, and their political representatives, was aimed, in the case of the former, at legislative extinguishment of native title on pastoral leases and, in the case of the latter, at defending property rights which the High Court found had never been extinguished. In this article it argued that an efficient re-allocation of property rights is unlikely to result from extinguishment, but requires Coasian-type bargains between pastoral and indigenous interests. |

As part of an ACIAR-funded project on genetic diversity in wheat in Australia and China, Australian wheat breeders were surveyed to assess the importance of genetic diversity to breeders. This paper reports the findings of that survey, and identifies the key issues that concern wheat breeders. The issues addressed include the breeders’ attitude to diversity and the diversity available in their current gene pool. The sources of materials that breeders use to maintain and/or increase diversity in their programs are identified, and ways in which diversity influences breeding decisions are also examined. Changes are investigated in the Australian agricultural economics profession, 1975–99, using a conventional microeconomics framework of supply and demand for agricultural economists. Aggregate exogenous factors such as changes in the agricultural and tertiary education sectors, and changes in beliefs about the proper role of government, have changed both supply and demand conditions for agricultural economists. The profession has responded by shifting its focus away from narrowly agricultural policy, especially marketing policy, towards areas of market failure such as environmental and natural resource issues. |

The objectives of the paper are twofold: to review valuation methods for plant genetic resources and to develop methods to estimate the past and potential future benefits, both domestic and international, of existing germplasm collections in Papua New Guinea (PNG). The analysis concentrates on PNG’s more important plant subsistence food crops: banana, sweet potato, and taro together with aibika. The paper documents the movement of germplasm in the food crops both within PNG and to international collections. Curators of and breeders using PNG germplasm material are surveyed concerning the future usefulness of this material, and their responses are reported and evaluated. Benefits are valued in terms of the value of future breeding in these species. |

In recent years, output on genetic diversity in the economic literature has included conceptual pieces on the definition and measurement of crop genetic diversity, methodologies for estimating its value, and efforts to analyze its contribution to productivity and stability. However, because biological diversity refers in general to a broad area of scientific inquiry, the growing quantity of literature has also generated some confusion over the definition, measurement, and interpretation of genetic diversity in the context of economic analysis. The Australian Government tabled a Bill concerning Plant Variety Rights in May 1981. This Bill would, if enacted, establish property rights in new plant varieties. Plant Variety Rights legislation has been adopted in more than twenty countries. A range of economic issues relevant to the adoption of Plant Variety Rights legislation in Australia is considered in this paper, including assessments of some of the arguments of proponents and opponents of the proposed legislation. It is concluded that differences in the physical, economic, political and institutional environments in Australia mean that the claimed effects of Plant Variety Rights in other countries may not necessarily be repeated in Australia if this legislation were enacted here. |

A comparison was made of increases in British and southern NSW wheat yields associated with genetic improvements. Estimates of these improvements were initially compared in each location using two different techniques. These techniques were a "variety improvement index" and a "vintage yield function". Yield increases "due to" genetic improvements were then compared between countries using both techniques. The variety improvement index technique suggested that there was little overall difference between genetic improvement in wheat in Britain and southern NSW. Free lysine, an amino acid produced industrially by microbial fermentation, is becoming increasingly important in intensive livestock production. Estimates are made of the economic impact of its wider use. The economic impact of doubling the current utilization rate of free lysine in pig production is also investigated. It is shown that the use of free lysine as a replacement for protein concentrates is marginally profitable at current utilization rates and prices. However, if experimental techniques of doubling free lysine utilization rates are adopted by the industry, the use of free lysine could lower costs of pig diets and substantially replace high lysine protein concentrates in pig diets. |
